He said teams were ready to draft him earlier, but wouldn't meet his number. Milwaukee had some extra money in the fifth round and gave him what he wanted.

Yep. Teams were trying to save cash during the draft and would not pick you unless you agreed to terms beforehand. Good for him sticking to his number and getting it.

I do not know. But the fact he could have come back as a junior next year certainly worked in his favor on this one.
