From my understanding that is not correct. You are still subject to the scholarship limitations, post season rosters etc. Seniors are the only ones that get a free pass. Another words if you have five seniors and they all leave that doesn't mean you just opened up five new roster spots.

Any seniors who transfer are not exempt from the new schools scholarship limitations of 12.
