I'm very confused, the title is RB, but you asked about QB. But hands down the best QB I ever saw play in person was Emmanuel "Tookie" Spann from 84-88 at Brother Martin. Arguably one of the best athletes I have ever seen. Tookie played collegiate football and baseball at Tulane and probably could have played professionally at either (not QB in football).
Unfortunately Tookie got involved in drugs and died a few years back. But in talking to people who played with and against Tookie in HS, he was by far the greatest single athlete they had ever seen.

Hector. Didn't see this game in person, but...Back in the day when only first and second place teams EARNED playoff spots, AHS, LHS and NISH went thru a few years where there were three way ties and a great team stayed home. NISH went for two to win against AHS. Everyone knew who was getting the ball. According to a good friend that played for AHS, every player got a hat on Hector at some point during the play and he still scored. The Dotson meltdown was reportedly epic in film review...said that was the maddest he ever saw Dotson in his lifetime.
His first step explosiveness spoke for itself in the pros as the Jets used him as the up and over guy for short yardage touchdowns.

Hector was special, I watched the guy my freshman year in HS and he was amazing. He would go into a pile of players and you think he was stopped, and he would all of a sudden pop out the other side and be gone. You are right, once he stuck his foot in the ground he was electric. Ran very similar to Tony Dorsett.
Domanick Davis, Keiland Williams, Alley Broussard and honestly Raymond Calais was freakish in HS
Brandon Jacobs was unstoppable at Assumption. Fun fact: He and Tremain Williams were on the same team in high school, and both played in the super bowl. 1st time that has ever happened. That Assumption team didn't even make it to the dome. Wow
Elijah was something special in high school. He could do it all. How he didn't have offers from the big boys is still baffling.
