Robe basically said the hitting will slowly improve but they have to find a bullpen on the back end of games. He says they haven’t been avoiding the 3-run inning and have to get better.

I think he just admitted that they mismanaged recruiting the bullpen. He basically said they haven't found anyone that can pitch competently from the 7th inning on.
