What are your standards to determine toughest? And are you gauging teams/programs or conferences?

There's no question Oklahoma is the top program right now. Florida is right there with them. There is a big gap between 2 and everyone else. Louisiana is certainly one of the top 20 programs, possibly top 15.

As far as conferences are concerned, I understand that people use "what have you done for me lately" as a measure of success, but that measure is still high enough to calculate that there isn't much difference between the two conferences.

Yes. James Madison, at the moment, is 2nd. There is no 3rd, and after Megan Good graduates this season, there will no longer be a 2nd.

The gap that separates the JMU program with the rest of the G5 field is as large as the gap that separates Louisiana and JMU...IMO.

Can you provide the wording where the release is required?
I am not sure that I am following your question. The point that I was trying to make was that, as per my understanding, that just because a student-athlete registers to transfer a school is not required/obligated to release a player just because they are entered in the database. Schools will still have the right to not grant the one time transfer exemption if they don't want to. Also, if conferences have a policy that does not allow the one time transfer exemption for transfers within the conference, that rule still applies to all undergraduate transfers.

    This should clear it up....

"Beginning in October, Division I student-athletes will have the ability to transfer to a different school and receive a scholarship without asking their current school for permission."

Rest of story below straight from NCAA.
