Refs may have concluded some players stopped due to the whistle from the fans which is why they let another play be run. I agree that is not the way things should have been done.

Sounded on the radio call like the refs called it as an inadvertent whistle on an incomplete pass play. The NCAA Rulebook says that automatically results in a replay of the down.
