The law does NOT make a blanket academic requirement for using the"at" tag.

The only time the location tag requirements kick in, is when the full blown "University of Louisiana" name is used.

This is the clearest statement of all, and the University of Louisiana system President vehemently and repeatedly said this on Twitter last year.
