Yes, we actually follow that backwards rule. No wonder our state is awful in education. We worry about little things like this.

Law says Paraphrasing of course, that for academics the University will show and include the city tag, but says nothing of the like about athletics. So like LSU A&M College at Baton Rouge is The academic name that must be on all literature, for sports LSU is LSU and likewise for University Of Louisiana at Lafayette For academics and then for Athletics, University Of Louisiana!
The law does NOT make a blanket academic requirement for using the"at" tag.
The only time the location tag requirements kick in, is when the full blown "University of Louisiana" name is used.
