I dont think he can go juco for his junior year (not 100% on juco rules).
Plus even if he could, why would he waste one year of eligibility at juco

If he went this route and wanted to play next year he would have to go division II or III. I guess he could transfer to anywhere, not play next year and try to redshirt not to lose a year of eligibility.

He starting College in the spring of 2016. He could enroll as a graduate transfer for fall of 2019.

He never redshirted so he wouldn't have to "try" and get a redshirt. No matter where he goes or doesnt go, he has 2 years of eligibility
