Here is the solution for PlayStation Vue.
I signed up for the "Elite Package" Free Trial as y'all suggested, but I was met with an error code when trying to launch the app on my Sony Smart TV, due to location issues. Apparently it's a common error and has been discussed at length on the PlayStation community support boards.
However! Here is the workaround. Once you successfully have the free trial subscription, while you may not be able to access the PSVue App, YOU CAN ACCESS IT, thru the WatchESPN app. All you have to do is go to your WatchESPN app and change your cable service provider in the settings from LUS (in my case) to PlayStation. Once I did this, I was successfully able to stream LHN thru ESPN3.
I did all this last night and confirmed it does work. Now I just need to remember to cancel my free trial on Monday so I don't get charged, lol.

I called Playstation customer support. The guy said vue works for some people and doesn't work for others. The guy was nice enough to walk me through the process and I am all squared with vue. I have LUS fiber internet though. The guy said he thinks the problem is with Cox.
Another option is to use a tablet or cell phone and your data network instead of wifi. Vue should work with that.
Gee, all I had to do was flip to channel 407 on my Sat.
