Not sure if there is any interest from the Saints, but if so, they can just sign him from the Browns' practice squad to their active roster.
The only way to poach someone from another team's practice roster is to sign him to the actual game day roster of your team. That can happen at anytime throughout the season. Of course you have to cut someone to make room for that guy. On the other hand if someone is hurt and goes on injured reserve, that makes room on your squad for a practice squad poach, usually at the position of the guy you put on injured reserve.

Eli is RB3 on their depth chart behind Nick Chubb and De'Erest Johnson. Johnson is more of a kick returner. I could see the coaching staff trusting Eli more than a one year guy who came from the AAF.
