What do you think impacts your WP more negatively (for contending teams) ... going 0.7 - 0.7 (home win and a road loss) ... or going 1.3 - 1.3 (home loss and a road win)?

Don't the two outs recorded in the bottom of the 11th count when the game is resumed? I think they do and the runner will be on first base as a result of being hit by pitch.
