Ok I THINK I sorted this out. A pass never directly results in a fumble. In this case, the backward pass not caught was simply a live ball on the ground and could be advanced by rule.

ARTICLE 1. To fumble the ball is to lose player possession by any act other than passing, kicking or successful handing (A.R. 2-19-2-I and A.R. 4-1-3- I). The status of the ball is a fumble.
Also, the word "lateral" only appears twice in the NCAA rule book. It refers to the lateral movement of OLs and punters.
Anyway, I stand corrected and educated. Apologies for the confusion.

---I didn't see it but I remember the back pass in the flat that Fatima HS once used --the Qb threw it to a receiver who was behind him way in the flat of the formation---the ball kinda skidded on the ground and the receiver picked it up, just stayed there like it was an incomplete pass---then passed it long for a TD!!!
