Is the double elimination portion still conducted as two separate brackets, with the winners advancing to a single championship game?

Sounds to me like just one bracket seeded 1-10. No. 1 seed goes o the divisional winner with the best winning percentage.

Just to be clear, the bottom 4 teams will play (7 vs 10 and 8 vs 9) in single elim games. The winners of those move into the 8 team double elim (same as last few years.) For seeding purposes, the two division winners are 1 and 2 seeds, regardless of whether or not a 3rd team finishes with a better record than a division winner. 3-10 are ranked without consideration of division.
