But seriously, early on in this thread, it was a $2 million figure that was pulled from the project. Then somebody said they had spoken to Robe and in fact, the amount was $250k.
Which one is it?
And while I don't work with multi-million dollar projects, I have worked on grants that have approached 7 figures.
Our Budgeting Division will absolute not allow me to appropriate ANY money whatsoever without some form of offical documentation from a grantor. And this has to be done by ordinance (I know we're talking about two different levels here).
And once that money is appropriated, our Purchasing Division will absolutely not issue me a work order withouth the appropriate revenues being encumbered. And once a dollar is encumbered, it is untouchable. So for instance, if I have a $500,000 appropriation for a grant AND ENCUMBER the entire amount for a contract, I can't so much as buy a pencil with ANY of those $500,000.
I'd have to unencumber money from the fund, but Purchasing is gonna question whether or not the contract deliverables have been satisfied.
I just have a hard time reconciling an insititution (yeah, insert the obligatory "well the inmates are running it" comment) the size of UL doesn't have the same built-in mechanishms.
