Your statement about RCAF not being separated is correct, they were told that 60% or 70% of the funds had been attained. For the record, any donation to the RCAF General Fund can be used any way they want, including on the University side.

Because they would have to encumber the money.

Each of those dollars would have to be accounted for, or encumbered for a project.

You'd only be able to encumber a dollars once. And since this is a capital project, I really think the funding SPECIFIC to this this project would be set up in an account SPECIFIC to this project.

And this would have been done long ago.

The design phase and final agreement would have had to been signed off as you stated. But I was told there was something they did not according to one of them because they were not aware the fund only had $3 million until told during a recent meeting.

This is from the Lemoine website:

"Contracted by Ragin' Cajun Facilities Corporation and delivered under the Construction Management at Risk approach, this project involves the addition and renovations to The University of Louisiana ... at Lafayette's beloved M.L. "Tigue" Moore Field Baseball Stadium."
    http://www.lemoinecompany.com/projec...eld-renovation

If I'm reading correctly, a contract has been signed.

I can't imagine the state would let the University put the project out to bid let alone sign a contract in excess of $10 million when there is only $3 million available.
    Well this is new:

"The project will consist of 2 phases to be performed between the offseasons of the 2016 and 2017 baseball seasons. Phase I Includes the addition of 2 concession decks behind the existing 1st and 3rd Baseline stands which will remain as well as the installation of new stadium lighting. Phase II includes the complete demo of the existing grandstand to allow for a brand new 47,000 SF Facility which will include a new grandstand, new concessions, a club room, press box and 10 new suites. This renovation will bring the total Baseball stadium capacity to 4,570 seats".

Complete in two phases. First two concession deck to serve whatever they serve ready for the 2017 season. Then the stadium ready for the 2018 season which I hope I will be still breathing......

Yes, exactly. One way or another, the ULS board has to ascertain that we have enough money to do the project. I can't see how they would not be able to determine the EXACT amount of money have have for it, where it came from, etc., before giving approval for it. If some of things that have happened or true, then a whole lot people other than SF are gong to be in a lot of trouble. IMHO.

I saw that too. My guess this changed with the change/upgrade in design.

Yeah, if what is being said on this board is true, I'd see this happening.
