There may be an announcement this week but dont expect the announcement to have much "meat" in it. Its going to take them all week to make it as generic as possible.
The two pro UL System Board members have not signed off on anything. The $3 million number comes from a meeting they had recently with our administration when asked the amount of funds that have been collected. That board member is now committing $50K to the project after meeting with Coach Robichaux.
They were lied to as well? Since rcaf is part of the general fund and not seperate, how would they know the money is not in there? Or I guess how would they know where all that money is/isn't being allocated? They look in the fund and there is 15 million dollars (just using a number) how would they know only 3 of it is actually fit the stadium?
Sorry, I still don't understand. If you look at the quote from Lemoine's website it seems we have a contract. If there is a contract it has to be approved by the ULS board, right? And if that is the case then how did we get them to approve a contract if we had only $3 million for a $17 million project?
Ragin Cajun Facilities corporation is a separate (and private -not public) entity from the University. As such i am thinking they do not have to comply with PUBLIC bid Law. It also opens up avenues of funding not necessarily open to public bodies. What ever money they have on hand they can use as leverage to borrow additional funds. I don't figure that $3 million cash can leverage 10 million unless they figure a certain amount of cash flow from RCAF every year. Don't know that for sure. Regardless, they will have to be creative in their funding methods. Just sayin.
I think Lemoine got the job because this is a "design build" project. Don't know that for sure though. I'm thinking Lemoine had the job last summer. Not sure about that either.
