    The fencing did line up with the electrical work....plus it's much easier to see that as temp while they did the trench work on Reinhardt. I was kinda surprised to see Reinhardt blocked off and thought it was heavy handed to be up for the whole project. I bet you're right. That fencing will gone as soon as the trench work is done.

    Agree T. It's also obvious that this whole project/contract situation has been mismanaged from the start. As others have stated we have a problem. Understatement I know. IMO it goes beyond which one of the posters is correct about how much money has been withheld for whatever reason. In a previous post I stated that I didn't think the NTP would be issued without committed funds. I should have gone further to express my amazement that we even have a signed/awarded contract without committed funds to cover work included in the contract, not to mention that there is a question of whether design is even complete. Not saying design is or is not complete. We don't know but someone should know.

    Contracts can be modified after award but that involves negotiations with the contractor for the new work. Maybe that took place already if indeed the contract has been changed from the bid documents. And usually the modifications must be considered to be within scope of the original work or else you may be in a position of needing to go through the bid process again. So many problems that can go wrong that come to mind.

    I wonder if someone in the UL administration is assigned as a project manager type or if a separate firm is involved that will oversee the contractor. This entire situation indicates a lack of coordination/management.

    Maybe this type contract is different from any I've ever been involved in (DOD, Federal). If so I'm sorry and y'all can disregard this post. LOL. Helmut and maybe many of you know more about this type than I do. As Helmut mentioned in a couple of posts, I'm also curious about whether "they get audited".

    OK. I'm done with crying wolf. Time for a sip.

    I hope the powers that be have a lessons learned meeting before the process for CF renovations is started.

    I still think there is more to this story. And it doesn't clear up the LYING by Scott Farmer saying 70% of the funds have been raised.

    All funds are in place. Rumors of money being pulled are completely false.

    With that being said, it does sound like there has been some major mismanagement of getting everything in order before the project could get off the ground. And you guessed it, Farmer is the culprit. From what I'm hearing, NTP will be given within 5-7 days or so. But there's absolutely no reason that it couldn't have been done already if your main man would've been proactive in getting shat done ahead of time. Ole Farmer brown at it again.

    Sigh.

    The one thing that is unanimous with members of this board is that Framer has to GEAUX. However, I don't think we can afford to but his contract out. Anybody how long his contract has left?

    All of what funding? The $3 mil?
    Because the pledged money is NOT in place, and there are financial hold ups. Don't care what any email says.

    We have 3 million on hand. The cost of the project is 16-17 million. Where is the rest of the money? What is its status? Why has no NTP been issued? What is the status of the promised separation of RCAF from the UL Foundation? Where are we on the implementation of the recommendations in the Alden Report?

    Don't worry; there are still plenty of reasons to hammer Farmer and Savoie, among others.
