Yes but they would be asking for a "temporary certificate of occupancy" for only the sections that are substantially complete and meet all life safety and fire code requirements.
If they do this you might actually see the critical path for the whole project slip back slightly because they will not have as much open access to the site logistically or time wise. I'm sure they will work out something with the University that makes both parties happy.
1st week of March would be sweet. I've had nightmares about getting in before Easter.
Took a few more photos this afternoon. Since the grandstand steel is now being installed behind the bleacher sections and thru the clubhouse I thought I'd get a few of those views as well as they don't show up very well from the current camera views. This is behind the right field bleachers.
This is where todays steel work was being done.

And this shows the structural beams through the roof of the current clubhouse.
Placed additional concrete for the wall at the field this morning. Placing steel decking on the third level this morning.
A little bit of cinder block work (or at least staging the material) being done on the bottom level that you can see on the close view camera
