Kaplan City Officials unanimously agreed to amend an ordinance that would allow them to give assistance to city residents who will have a hard time paying their utility bills as a result of the recent freeze._

“This is a one time offer only”, said Mayor Linda Hardee.___

Because giving discounts or waiving a portion of utility bills is illegal under the current statues dealing with public funds, Hardee and council members, upon the advise of the City Attorney, will be able to offer_ customers_ an option to defer a portion of their bill from the dates of the freeze.
