Scheme, we have talent. They just don't fit the scheme.

How can that possibly be insulting?

The only core purpose of a scholarship is for those who cannot afford to pay their way.

I guess if they took their skills elsewhere it is an admission of non affordability and that may be embarrassing to some, but not insulting.
