So let's say they have about 20 tickets left and are at the point where they have about 40 people with all the same donation amount. How do they decide who gets the tickets?

That may come down to who turned their request in first, etc.
I have a question too. Does anyone on here actually have tickets to all or any of the games?

No seriously, I'm not sure.
Although I doubt they'd have the problem for this weekend as those who will be getting tickets will be at the upper level of the RCAF. So there's fewer folks at those levels and the dollar ranges at those higher tiers are much bigger ($5,000-$9,999 for AD's circle), so you're more likely to have the few donors who are in that range spread out over the that $5,000-$9,999 dollar spectrum. Therefore less likely to have a large number of donors at a specific dollar amount.

I'm all for the highest donors getting the tickets, one bad thing about it... It probably won't be our loudest 600 fans

Check out the Tampa bay lightning policy on opponent tickets and even apparel... I wouldn't be surprised if they didnt originate the idea
Loyal baseball fans are screwed bc odds are they won't get tickets through the University. But the Tigue is in bad shape and even with capacity crowds year in, year out, that's obviously not been enough to upgrade the joint and get the team the facility it deserves.
The options are let the average joes get priority and continue on this same path of no money for upgrades or cater to the heavy hitters when tickets are scarce and let a new Tigue help Robicheaux take this program to another level.
