Troy along with ASU and ULM are exempt due to being schools with "diminished resources". Check out the last QB Club notes on UL Today for a detailed explanation, but it has a great deal to do with a certain percentage of your students receiving government assistance such as PELL Grants. It does seem ridiculous that a school, in this case two of the three mentioned, with a larger athletic budget should get a break for their athletes' academic requirements under the guise a lack of resources.
