Talked to one of the guys on site. Don't know if he understood me or not. I ask him if this be and elevator shaft. He said yes. This site will be huge. From outside on one bleacher to the outside of the other bleacher........

Maybe so, but this thing is big and there are stacks of cinder blocks on pallets still unused. To me would seem like there are much more efficient wats to build a stairwell but who knows... Might be required by code or something.

It's for several reasons, one is that, by NFPA 101 Life Safety Code, any means of egress needs to be surrounded by minimum fire wall requirements. Two, it's an opportunity to introduce a shear wall in the building to resist wind loads. The same thing happened in the new residence halls. By making that part of the structure out of CMU it kills two birds with one stone.
