It's for several reasons, one is that, by NFPA 101 Life Safety Code, any means of egress needs to be surrounded by minimum fire wall requirements. Two, it's an opportunity to introduce a shear wall in the building to resist wind loads. The same thing happened in the new residence halls. By making that part of the structure out of CMU it kills two birds with one stone.
