But if no one says "Hey we've got a great team and we're playing this other great team and you should come see it", how much good does it do to spend money on great recruits. We have a grossly oversized arena. Giving away tickets that would go unsold otherwise costs the university literally nothing.
Lets do some math here. If we give away 500 tickets and assume that one fifth of the people who are given tickets show up for the game. Of the 100 people who showed up for the game lets also assume that one fifth of those people visit the concession stand at some point during the game spending an average of $12 per person (or the price of a Regular Soft drink and a bag of popcorn). Not only would this not cost any money, it would actually make you about $220.
tickets are "state property" so they cant be "given away" someone has to pay for them somewhere in the food chain.
Whoever owns the tickets, packing the dome is in their best interest. I promise you the university has a certain number of promotional tickets. If the city does own them, the university doesn't pay what you and I pay for them. The city didn't have a problem with any promotion we have ran before.
