None of the players mentioned above has worn #28. The #28 was worn by Glenn Lafleur and was the first jersey to be retired. The jersey you have, may have been a jersey that was ordered because when uniforms are ordered all numbers from 1 - 99 are ordered weather they are retired or not. No one has worn that jersey number since at least 1980 as I may recall. Hope that answers your questions.

I remember hearing about Lonnie Price. My uncle graduated from USL in 1966, and he used to talk about him.
