Either way, if the NCAA uses common sense (a HUGE if), they will take into consideration that Jamal played so little in his fourth game (last week), and strike that outing as a game played...and grant him the extra year.
History tells us that they won't make any decision on this until (1) it's too late for Jamal to apply for the draft. And (2) probably not until after week 3 or 4 of next season. If we were in a P5 conference, they'd probably make a ruling within a week of receiving the application. That's just life in the S-BC.
