This is dumb. Boys especially grow a tremendous amount from 7th - 12th grades.

Its not meant to allow coaches to get dibs on a player. This rule was put into place because if you are technically a "recruit," you are not allowed at a school's bball camp. Coaches used to court 7th graders at their respective clinics and the NCAA didnt like it. So they implemented this rule and essentially banned that.
