I might be wrong but I think he only listed the schools we are listed ahead of.

For instance no Troy on the list so I assume Troy is ranked ahead of UL.

Correct, this is a list of the 40 teams that Sagarin has us ahead of in the overall ratings.

Troy is ahead of us still, they are around 73 and we are 86. Most of this is based on there SOS and how they faired vs top notch teams like Ohio State.
