The major problem with the stadium is not cosmetic it is structural. Rebar was not placed properly and as a result it is too close to the exterior face of the concrete. In many places it has started to rust causing the thin layer of concrete over it to spall. This will develope into a major problem if it is not addressed soon. Once the rebar problem is solved, then the cosmetic problem can be addressed. In most cases the rebar problem can be fixed by proper surface preparation for a coating application. The thinking is that an old lady should not spend alot of time and money on makeup because more makeup will not solve the problem. A facelift is more in order.
For now I would think that the best thing to do is to fill the stadium with people so that you don't see the stadium. While I see what you are talking about the concrete looks as it should and is perfectly natural for exposed concrete in this part of the country. I do not see it as anything out of the ordinary.
You might want to check out the elevated water tanks in Southpark or Northpark. The pedestal that the metal tank sets on is concrete and it looks very good. However, it is a specific mix design to be very dense and as a result moisture resistant.
LUS has already planned to put LUS in big letters on the water tower. My opinion of that is that it will look terrible. Any kind of printing on a toriodal tank has to be distorted because ther is no flat or cylindrical surface on any part of the tank. The lettering will be thinner at the bottom and wider at the top causing a very distorted image. Also most of the image will be pointing up. A great view for passing planes and copters. My estimate to put LUS in big letters at two locations on the tank is $15,000.00 to $20,000.00. A waste of money so far as I'm concerned.
