  1. Default Facility Upgrades Would Aid Coaches

    Every college football recruit has different desires, different needs.

    The biggest often is different for each one.

    For some, it’s playing with a winner. For others, it’s tube time. Some need to know they’ll be seen by NFL scouts. Others want a bond with the coaches recruiting them.

    I do not know about everyone else, but the term "once we...(insert plan that has not happened yet)" is getting extremely old. If I am, just think about HUD and the boys! I am sick of hearing the open-ended deadlines of......spring this, mid-year this..........Give me a DATE so I can have a little hope of these items getting done. People will not support BS like this very long, especially if we somehow do poorly in football, you can kiss that entire excitement goodbye!

    The problem is they are no better at keeping specific date deadlines than they are the vague "sometime in (insert month here)". I remember Feb 1 being the most recent date given. Like so many others, that date has come and gone with nothing happening.

    I continue to maintain that the Athletic Department absolutely doesn't know what they are doing. They don't know what it takes to get from point A to point B and as a result they don't know how long it takes to get from point A to point B. The sad part is they don't know that they don't know.

    I think retaining Carter to oversee the project is a very good thing. They finally have somebody (working for them on their behalf) that knows what to do, when to do it and most importantly knows what it takes to do what needs to be done in order to get done what needs to be done. (They know how to "make it happen") I think the reason for bringing in Carter was that Lemoine was asking for information and guidance on the project and NOBODY had an answer or they did not know how "to make it happen".

    All of the above is guessing on my part because I do not know anybody in the athletic department (I do not have any inside information). I have met Scott Farmer once, and have never met any of the coaches for any sport except Steph. Lotief ( I saw her once and said "you look familiar" and she introduced herself). Everything I have said in the past relative to this project on other threads is based on my observation of what has (or has not happened). Some of the statements they have made have been absolutely OUTRAGEOUS when it comes to time lines and costs. You may ask "How do I know this"? The answer is because I have been doing this since 1976 and my BS detector has been finely honed. I have been BS'ed by professionals I can detect an amateur a mile away.

    I do know some people with Lemoine but I rarely interact with them. I do feel that with Lemoine on the project it will be executed in a timely manner and will be properly constructed according to design plans and specifications. However, one needs to keep in mine that they are professional BS'ers as they have been at it a very long time.

    ------Helmut I am just thinking about your posts and maybe you can answer a few questions----Did Carter do the dorms/apartments and are they on the Student union---It just seems that we could have had a little direction with the Athletics master plan from them-----Was Carter's role one that was bid out and was LeMoine and the rest??? Also heard that part of the time thing could have involved penalties for late performance and a late finish---love your insight!!! I heard that $21 mill of bonds were scooped up in a day and that should have covered the cost or been very close to it---any thoughts!!!

    Contractors typically are professional BS'ers. The administration, being educators, are rank amateurs.

    Carter was retained to manage the resident hall reconstruction. That was a design build contract through Ragin Cajun facilities if memory serves me correct. They are not on the Student Union project as that is not design build. That happened by a traditional method of the University retaining an architect (in this case a group of Architects including Architects Southwest). They did the design and got it approved by the various agencies. Then bid the project out by public bid and Lemoine was the low bidder. In traditional method, the architect or engineer is selected by the owner. The contract is a standard contract produced by the AIA, for Architects or by the NSPE (and other groups) for Engineers. The standard contract is a fee based on percentage of construction cost. So, no matter who gets the design job, the fee is the same and as a result there is no low bidder. These types of contracts are regulated by the Larson Act and has been common for a long time. This is a preferred method of design in that the Architect is hired by the owner and as a result is looking out for the owners best interests albeit a much slower process. In design build the architect and builder are on one side and the owner on the other. If the owner is naive (or doesn't know what the hell they are doing) then they can get taken to the cleaners. I think the Administration and Athletic department realized they they could very well be eaten alive with this project and hence they retained Carter to manage the project for them.

    AGAIN, THIS IS STRICTLY MY OPINION ON WHAT IS HAPPENING, I HAVE NO INSIDE INFORMATION!!!!! But, I have been around stuff like this for a long time and I can put two and two together.
