You are not going to print 3 issues in January and call the first issue of February a by-monthly issue.
I know this is splitting hairs but for all of 2004 the Vermilion has been touting 1904 as the start date. Going back two weeks at a time "The Vermilion started in 1903. Now I don't think they put together a paper during break so I suspect the first issue was mid December 1903 before the break.
