I agree, while there is a low level of ambiguity surrounding ULA, it crosses a name law threshold.
The whole law hinges on the use of "University" and even in an abreviation the leading "U" kicks in the abbreviation rejection portion of the law.
The use of LA however, has no legal restrictions or qualifiers, although I suspect at some point a national media entity will slap a leading "U" in front of LA. ... Which -by the way- would be totally legal.
