Coaches salary

I remember reading on here that the state only allows a certain amount of tax dollars to pay for a college coaches salary... The remaining amount must come from private donors... Can anyone send me a link to a site where this is discussed?

His contract is online. Pretty sure you can find it on the UL System site somewhere. And I think its only $175k from state
