I think he is directing it to the Louisiana legislature who demand UL be a second rate university forever. Even though "When [the state] gave us a university, they didn’t tell us we had to be a second rate university forever. We have the right to make this a world class institution right now. We have a right to bring to this university a full experience. We have the right to become a world class university."

Don't think it has anything to do with getting a stadium at UL. Simply another "state" that gets it - - that there can be more than "1" quality program.

It has nothing to do with UL getting a new stadium. It gives the attitude that the university in FLorida is not just going to sit there and let the state determine what univerisity is the best. It is trying to become the best that it can.
