The "law" pertains only to any university with the "University of Louisiana" name. Thus far, only UL and ULM have the name. The UL System By-laws identify all of the members of the UL System and includes a city tag for each including UL Lafayette and UL Monroe. The question is, does the By-law of the UL System referencing those names make those official university names or just identifies the city in which they are located? This is separate and distinct from the "law", but if these names are official, they would carry an official name as we do, yet not required to use it, or at least have never used it. This could also be a reason the head of the UL System is not concerned about our not using our official name athletically. It would be interesting to find out if these are official names or just location identifiers.
I agree with you 100%! Not only are we the largest but we are the second oldest in the system to LA Tech by just 4 years.
Here is something else to think about. Try searching for a colleges that are in a University of (state) you will notice a consistent theme in Wikipedia. Just about every college system has a "flagship" university that is defined by it's College Board. For example, University of Arkansas. The flagship university is University of Arkansas at Fayetteville and goes by just UA or Arkansas. This is extremely significant when it comes to athletic recruiting and academic recruiting.
Here is Wikkipedia's defininition:
Unfortunately, our system does not have a "defined" flagship university.Originally Posted by Wikkipedia

Drop the "at Lafayette"!
Northwest State is the oldest university in the ULS.
Established long before UL or LTU@Ruston. NWSU established 1884.

I always wondered how names of schools were determined. I'm sure they had a reason for calling it the Louisiana State Normal School, but don't know the basis for the name.
