What happens a lot of times is the expected bandwidth needs are pre-purchased. An event like the regional can cost $25,000 or more.
When it looks like they are going to go over the allotment they throttle back the quality to save bandwidth costs. Even when overall costs are not a concern, some systems can't handle high volume.

I am not sure how it works, but we streamed the game on our TV through my children's xbox live subscription and ESPN. We did not have any issues and the entire feed was through a wireless router. We are not in the city so our service provider is COX. I have watched several UL games through ESPN3 this way and so far everything has been really reliable. Does that set-up use less bandwidth?
