    BATON ROUGE — House Education Committee Chairman Steve Carter on Wednesday dropped his legislation intended to allow state colleges and universities to increase tuition to the Southern average.

    Carter, R-Baton Rouge, said he didn't believe the standards set in House Bill 401 were too high -- reaching the graduation and freshman retention rates of their peer institutions. But when he got a statement showing how much it would cost, he became disgusted and dropped plans of moving it forward.

    You mean how much slush fund money it would take out of Carter and his buddies at the Capitol's pocket. If it doesn't benefit them in some way shape or form...they balk and keep the status quo.

    What's great is that the legislature sees no correlations between preventing schools from raising admission standards, or stripping their funding, or not adequately developing a community college system, or not giving them the ability to raise their own funding via tuition hikes and low completion rates.

    Here's no money you have to take worse students than you would like and there is not community college program to help them and be equal to all your regional peers who have those advantages. Higher Ed in Louisiana is so poorly structured.

    I have repeated this ad-nauseum, but the simple and correct solution is to:

    1. Allow universities to set their own entrance standards, tuition and fees.

    2. Cap TOPS at a certain dollar amount [say tuition or $2000, whichever is lesser].

    3. Make TOPS a truly meaningful academic performance reward by requiring at a minimum that the student meet the published entrance requirements of the most stringent of the public universities in the state. [This would still not be really an 'academic achievement' but it is much better than what we have now.]

    Of course, in the banana republic of Louisiana, this will never happen.

    Every time the legislature breathes, it hurts UL [and all of higher ed in Louisiana] in some way.

    The failure of this bill further cements us where we are; restricting our ability to raise tuition and entrance standards, and putting us totally at the mercy of direct state funding.

    After reading the article and doing my homework, I've answered my own question. It’s crazy that we have to ask permission to raise our tuition! This is such a sad state of affairs.

    Allowing us to raise tuition and entrance standards must have been viewed as threatening to the insecure clowns at A&M in Baton Rouge.
