Other than the Liberty Bowl (which has the first selection of CUSA teams), there is no pecking order among the CUSA bowl tie-ins.
CUSA also has an agreement with the Military Bowl as a backup should the ACC or Army not be able to supply a bowl eligible team. Well, Army is not eligible. Thus, this is a seventh bowl for CUSA (with five eligible teams).

#1 The GoDaddy.com Bowl gets first choice of participant, not necessarily the Conference Champion as long as the champion is accommodated with another bowl. Must host the conference champion two out of every four years.[14]
#2 The New Orleans Bowl will host the second selection from the Sun Belt.

Nola.com reports CUSA off ice says it will be ECU or Rice depending on outcome of CsA championship game.

I think Rice vs UL brings the most fans because of geographic location.
