The Saints have the right to act on the news of the suspension. They do not have to wait for the appeals. Actions by the league, even if a suspension is reversed, allows the Saints to hold the league responsible as well. It will affect the signing of Brees... no doubt about it.
Suspensions do reduce cap space. Because the guys are suspended without pay. Therefore Vilma's 2012 salary comes off the books.
the problem with brees is not cap space, actually the franchise tag takes up more cap space. the hold up is he wants a front loaded contract of 69 million dollars, 23 in each of the first 3 years. the saints want to give him an evenly spread contract. they both agreed on a 100 million dollar contract. the saints want to give 60 in the first 3 years and brees wants 69 million in the first 3, to avoid what happened to him in san diego and what just happened to peyton manning.
