The NCAA has a long history of punishing the institution while the coaches are often free to move on to another school.

The NFL has a long history of punishing players, and more recently the coaches, while leaving the franchises largely unscathed.

With regards to the NFL, you suspend key players and personnel, you have just punished the organization. Imagine if Drew Brees was suspended for at least 8 games to a year. People spend money to buy tickets to see him. Sales go down, team record suffers, and so revenues suffer. The organization suffers.
