I have checked again, I am pretty confident I am correct. If as wcd35 says III, I agree not close enough. Unitas did not start and the question was “STARTING quarterbacks”

Yeah that one almost deserves an asterisk. Unitas didn't start but was the starter. You could make the argument for or against it.
