Easy, this is what Troy does. Unwad the panties; because of certain loop holes, they can take chances on players that other schools can't. Most of the guys they signed won't see the field or the locker room for that matter.

ULM and TSU are both exempt from APR issues per NCAA from serving an historicly disadvantaged populations. Still no reason for the Sun Belt to give them an exemption. In order for Troy to sign 34, then 9 have to be signed for last year, and that is possible because I heard a number like 15 JUCO signed.
