This was clear. If you can’t pull the trigger on that play then all replay becomes is a feel good game delay.

Not utilizing it puts you in the situation where the human element of the game is degraded. Umpires are not under as much pressure to make good and accurate calls, knowing they have review to back them up. This is not good.
