Those dudes and dudetts are hanging their hats on new to declare it a rumor. New or Old it's not a rumor it was issued. I read the email earlier where she denied inventing the rule but she didn't deny enforcing it for the first time. I think this was part of the plan all along to put it on the books and enforce it at a later date so they could use it like an escape clause.

They did threaten the university’s hand by threatening to boycott. If the university would learn how to effectively communicate their rules better and enforce them more consistently, people wouldn’t be up in arms with surprises.
