In years past if you were academically eligible when entering a JC, you could transfer to a 4 year university at any time. If you were not eligible when entering the JC, you then needed to graduate from the JC before being eligible at the 4 year.

If you attended JC to play a sport because you needed development and you were academically eligible out of HS, you can transfer after 1 Year of JC. That was the rule unless it's changed. Of course your hours have to be transferable.

You can leave JUCO whenever you want and play immediately. You could in theory leave after the fall and be on a Spring D1 opening day roster......

I believe the rule about completing Juco obligations may be only when you transfer into Juco after starting at D1

I don't think so, A lot of guys transfer into JUCO from D1 after the fall if they are not going to play or instead of taking a redshirt. A lot of those guys go back to D1 (most of the time a different one) the following fall after they have had a chance to play and improve.
