I understand Scott has a lot of other stuff going on, but we hired J. Kelly Hall when we only had one AD. I think the likely reason is more likely the second part, fan interest simply does not dictate a demand for a new hire.

While you are correct, remember that when JKH was hired, there was nothing else going on in athletics.
No facility improvements, no RCAF, no excitement about anything.

We had a compliance director back then, too.
My point is that Scott doesn't have a Scott right now, someone to be responsible for the day to day operations of the department.
Besides, even if she was capable, Jessica is getting married this Saturday. I don't think she'll be much help :)

What is not to be done, his contract is up. How is this the fans responsibility?
Nothing prevents interim.
If you can slap interim on the AD job you can certainly do it with WBB.
A few years ago Nelson Nelson Schexnayder promoted a grad assistant named Amy Kraljev to the top VB job. Problem at the time it took him almost 9 months (end of one season to start of next) to name her to the job.
She was between Madden and Mazeitis.
She didn't win but she sure saved NS some money.
