. . . there is a big difference between competing and knowing you really can’t compete here . . . I always hate to see someone who has worn Louisiana across their chest go, however, when chances are that move will result in improvement here, both sides are better off . . .

Are you referring to the UL student who transfered to LSU and the average IQ of both schools went up?

Are they allowed to be contacted immediately or need to wait for officcial transfer portal entry to avoid tampering?

When the school administrator uploads someone into the transfer portal is the school granting their release implied? Or is there no such thing as needing a release anymore?

There is no such thing as needing a release from your current school at this time. You enter the portal at your own desire and nothing can be done to stop you. There are certain timelines for the portal. Football one ended back in May. I think the basketball one ends July 1st. However, grad transfers may have a different schedule. Last year, Terrance Lewis the 2nd signed in late July with Cajuns MBB. However he had to graduate from summer school before he could move on and that occurred in the summer semester. I am sure the rules are the same for softball.
